Tsunami MPEG Editor - slow-mo video?

I was looking at getting Tsunami MPEG Editor for a client, to edit together mini-dvds, and I was wondering if anyone who's used it knows whether it has the capability of slowing scenes down. (Frame-doubling is fine.) He's not terribly tech-savvy, so I need something packaged like this, and expensive junk like adobe's is right out. Does Ulead or Sonic make anything like it, perhaps?
