command line wav/mp3/mpa audio splitter

Does anyone know of a command line program that will split either wav, mp3, or mpa? Thanks.

What do you want ?`
A commandline converter between WAV, MP3 and MPA ?
I just say so, because my tool mpA2Wav covers at least one part of this needings. It converts any sort of MPEG1 Audio Layer 1,2,3 to Wave and works with commandline.
For the part of wave to MP3 LAME could be used and I have a commandline wave to MP2 encoder somewhere on CD.

I know that your program converts between mpa and wav, in fact I am using it for that purpose, but I want a program that will take start and stop frame numbers, or time so that I can cut commercials out of the videos that I record.

Yeah, well, I found this on Google while looking for a MP3 splitter - you never know who might be reading it. All right, I didn't notice.
