You want to cut your DV in many small parts according to scene change detection ?
You can use the free scenalyzer (not LIVE) to do this.
Anyway, there must be an option in premiere to do this on the fly at capture time (read the manual).

premiere scene detection is based on dv timestamps, so like jesus2099 noted, you have to use some other tools, if that is not the case.

imagine a real clock that is beign recorder on each frame, when there is time discontinued, premiere makes a new clip.
