resolution question

hi

i wanna convert videos(source) which are at 720x576 rez(at 909kbps) but still quite blocky.

shud i let the rez stay the same or reduce it to aorund 640x sort-of rez?

also is there any point in raising the bitrate in the new video.

Just in case you didn't know, converting won't remove the blocks. On the contrary, it will worsen the quality, no matter how high the bitrate will be.
