Any tools to modify the DAR flag in AVI header?

Can VirtualDub do it?
Or I have to use a hex editor?

Search for "MPEG4 Modifier".

"MPEG Modifier" will work fine, as Unskinnyboy already mentioned. That's the name of the most common software used for such signal insertion.
