Finding an ad break

Looking for something better than simple scene change detection which would serve need for an ad break point.
How could I add eg. luminance level, amount of motion into account?

The classic formula TiVo used was black frames followed by a substantial jump in audio RMS level. Now, since the FCC mandated quiet commercials, it mostly seems to be lots of bodies manually marking the start and end; I'm not sure if you can do much better than that, given how varied TV and movies are. (Some even include commercials!)

Happy to help me with 80K minutes of content ?
I'm working with company which has AI based system, but even this is still not very good. As you said- it's really difficult to automate.
