Image Problem: Progressive or Interlaced ?

I'm doing cats & dogs R2. I made the *.m2v file with rempeg. Then I used the ifoedit to add the audio and sub. The final work was horrible.
I use 43920000 b/s quality for encoding (80%). PowerDVD shows me a terrible image. The all movie is shaking, full of blocks, it looks like I used a very lower percentage of quality but I didn't.
Is this due the Frame Type, because I could notice that in DVD2AVI when previewing the original ripped vobs in Vob ID1 the frame type is Interlaced and in Vob ID2 (here's when movie start) the frame type is progressive.
Is this due the enconding tool I'm using. Should I change Rempeg to TMPGenc ? Do I have to change some option in Rempeg ?

Give me a help please
