Need help with writing an AviSynth script?

Can someone please write an AviSynth script to do this?

If only one frame is crap interpolation could also look very good (it depends on the motion I guess). A sample would ofc help.

Does McDegrainSharp() [frames=1 or 2, Default csharp=0.6, or thereabouts] help at all ?
(The main problem looked to my lousy eyes, as if blurred/desharped).

I might also (clutching at straws) try, NonlinUSM(z=3, pow=1.1, str=0.33, rad=9) [varying str, after McDegrainSharp(), or on its own].

Both above will likely up required bitrate [EDIT: well mostly NonlinUSM, McDegrainSharp alone, might reduce]

EDIT: If any of above works ok for bad fames, but too much for good frames, then could [as ChaosKing suggests] try sawbones/Framesurgeon with
FXd clip [just to fix bad frames] created via McegrainSharp/NonlinUSM combo, lots of work on your part though.
