Yep they all are expensive tools. There is no free solution yet, and probably wont be. Only you left to follow bd specification and you should be fine.

Is it a mix of hardware/software solution or software only ?

A quick thing : If i test with an authoring blueray editor, if the prog say ' ok i can mux it ' is it a 100% compliant file or not ?

I tested my own x264 creation with Dostudio authoring and no error but...is it a guaranty about being 'fine' in every player ? Good question imo...

Any opinion about that ?

Some replicators will validate the file.

No guaranteed to be 100% compliant.

No, it isn't.

Some replicator will check the compliancy prior to replicate, but they're not obliged so it strictly depends by the replicator.

It's also part of the Scenarist suite.

As mp3dom says there is no 100% guarantee to be compliant after muxing, without verifier you will newer know. But if you strict your settings, for example never maxed settings like max rate, references, and other stuff which explicitly pronounced in bd specs, and leave some room for errors, you BD have big chances to make compliant stream.

Eclipe is the IDE to made BD-J in Scenarist (basically Scenarist BD-J is the Eclipse IDE with customs jar to made BD-J). It's not a verifier obviously.
What kieranrk is referring to is EclipseSuite which is a suite to made the BD mastering process and it's available only for replicator companies.
