Theora: two-pass vs constant quality?

I'm reading the libtheora options explained at https://ffmpeg.org/ffmpeg-all.html#libtheora

Could someone please clarify:

Does libtheoras constant quality option (-q:v) work similar to x264's crf, or is this just the switch to set the constant quantizer?

Which mode would you recommend in libtheora: two-pass or constant quality?
