What is this called and how do I get rid of it?

What is this called? Is it Ringing? Haloing?

and what filter can I use to get rid of it?

It's "edge enhancement" (which is actually wanted) paired with (unwanted) ringing. The video signal has once been composite video hence there is some subtle dot-crawl and rainbowing.
