Unmatching Field interlacing with lovely jaggies (need help)

I've been coming back and coming back to this DVD for at least 2 years now, I try and try to come up with something to fix this mess. I'm begining to think that it's impossible.

The clip is an old CRT telecine with fields that don't quite match up, I'll have to look at what script I have used on it, but I have gotten rid of some of the jaggies but you can still see the frames shifting up and down though.
