Program for viewing average quantization level in MPEG-2

Is there anything that can scan an MPEG-2 stream and give information about quantization, similar to DRF Analyzer for DivX/Xvid?

I tried BitRate viewer, but the results seem dubious (an encode from a denoised source had a higher average Q. level than an encode from the raw source, and the bitrate it reported wasn't accurate either).
