Preload skew in Vdub file information

I open a video with AC3 audio within vdub. I then look at the "file information" (file -->> file information). The preload skew says .25s.

I want to reencode the AC3 file to mp3. I know a similar question was asked recently and DJ Bobo mentioned that muxing will make remove the delay. But this preload skew seems like the delay is still there. maybe I'm wrong?
