VLC output MPEG-TS with H.264: missing DTS

vlc -vvv video.mp4 --sout '#std{mux=ts,access=http,dst=:8080}'

I get transport stream with PES packets where some of them lacks DTS, only PCR timestamp exists in stream.

I can't understand how should I interpret it, because I need to repack MPEG-TS to FLV and I need timestamp for each frame.

Maybe I've missed something in documentation. I would be glad if anyone point me to the exact ISO or code in VLC.
