Hi!

There is none.

The MPEG-4 codecs date back to the late 1990s - and were the codecs that were hacked as DivX v.3.11alpha...

If you're curious about the history, WMV7 and 8 are improvements (quality, features, speed, bugfixes) on the msmpeg4 core, could be thought of as v4 and v5. WMV9 was designed from the ground up, some parts based on h.263+ and then-draft h.264, but quite a bit invented or reinvented in-house.

Yes, I am interest in the developing history of MS Mpeg-4 and WMV.

Where can I find when these versions were published?

Wikipedia has a pretty good overall history. For the newer WMV9/VC-1 related stuff, they also have a separate entry, and Zambelli's Doom9 "sticky thread", "VC-1 and Windows Media Video 9 FAQ", provides a wealth of practical, accurate and very useful information.
