Halo Creator (not removal)

Wierd question I know.

Is it possible to create Halo like it can be on vhs sometimes? I have tried downscale, add sharp and blur and upscale but it does not look realistic.

Try this:

The halos look good, but are not exactly like what you get with analog machinery.
