Resident Evil (Zone 4) - get menus on both disks - how to remove

Trying to rip Resident Eveil (Zone 4). Using Ifoedit etc. can split the disks okay and disk 1 is fine. Insert the disk and you get the language menu, then the disk menu which is fine. But when I insert the second disk I get the same menu which is annoying since it's in the middle of the movie. I looked at the First Play PGC and it points to 4 Pre commands:

The last of the 4 points to Titleset 1 Title 1 root-menu which although I change to Title 1 still gives me the menu. Also some of the menus are on vts_08 and vts_13 which is even stranger (if I don't copy them over then I get An Illegal Navigation Error). The remainder of the movie is on vts_01_1.vob. The player plays vts_01_0.vob first which is a language selection menu

Any idea how I can fix this?
