Trouble with AVI to DVD using DVD2SVCD

I am having trouble using DVD2SVCD to convert AVIs to DVD compliant NTSC files that an authoring program can get the timecodes correct with...
I beleive it only happens on FILM sources such that PULLDOWN is enabled....

the resulting muxed and pulldown .mpg files show the correct play times in Windows Media Player and ATI file viewer, but not PowerDVD...so whatever is confusing PowerDVD maybe the same that is confusing the all the ULEAD authoring programs I have, making them think the clips are 20% shorter in duration than actual (this makes the chaptering features hose up royally!and it some of the ULEAD products, causes crashes)

the resulting authored DVDs play correctly, and for the correct duration, but show the wrong shortened clip durations in BOTH PowerDVD and Media Player....

if the AVI source is 29fps, everything seems to flow correctly...

anyone have any ideas on what I am doing wrong?
