field brightness average

I got a ntsc dvd and after tfm I got frames like this

there're stripes over frame and the reason is the fade's done after telecining
I tried vinverse or using a deinterlacer and they both didn't work out ideally
I guess if there's a filter can average the brightness of top and bottom fields, the problem will be fixed perfectly
is there a filter can do the job ?
