A converter converts media from one compressed form to another one. Normally it does this by using a decompressor (the 'dec' of codec) to extract the 'raw' media data and a compressor (the 'co') to compress the data in the new form.
So a converter is a 'higher-level' piece of software that uses codecs to do its work. |
