HTTP optimized MP4

Hi all,
I found out that Handbrake has this option. Are there other GUI encoders that do something similar?
What does it do exactly?

i assume this option moves the headers to the front of the file

same can be done with mp4creators optimize option or in mp4box when creating a new file
