Yep, maybe my post are indeed too long.

As said EVEN with VBR_BIAS=0 , the blocking does still occur in high motion scenes. Not in low-motion or almost static scenes.

If they were affected I have to find a mid way. But it's always high motion scenes that are really annoying, not average to low motion scenes.
