If your mpeg encoder supports dshow input and you have the standalone dsm splitter installed, then yes. Should work fine.

MPC removed the DSM Converter in v1.5.0.2827 - 31 January 2011

Aside from using an old version of MPC, is there a stand alone DSM Converter?

No, AFAIK. Workaround: Graphstudio + DSMMuxer.ax.
