mux private data

Is there a muxer that can add private data, like cc?

Your question is too terse.

Are you asking if there is a utility to write user data into MPEG2 streams?

private data in mpeg2 streams

Yes, that is exactly what I'm asking. Actually, very specifically I need to mux broadcast format closed caption data into an mpeg2, this is apparently stored in as user data.
If this were possible, I could edit video directly and have the caption stream, and audio stream, stay in sync with no extra steps.
Another purpose is to add captions to an mpeg just before authoring.
I tried one tool, ccmux, from scc_tools, but it didn't work.

Also, although I don't know to what extent, I believe "BBMPEG" supports private streams...

That 3mb encoder seems to be based on bbmpeg! Also bbmpeg only has one function related to private streams, it can set private stream 2 to 0's for compatibility. It does not create private strea m info. So I'm out of luck so far. I find very poor support for closed captions.
