I've published the Ogg Cut tool at http://tobias.everwicked.com. Please note that you have to update OggDS first.

When splitting an ogg that contains chapter information, the chapter information is kept in both files, rendering it useless...
After a split you'd expect the first chapters to be kept in the first file, and the ones that don't fit in the first to be time-adjusted and placed in the second file. Don't know how much of a hassle this would be to implement though |

to split ogg vorbis you can use musiCutter (it acts as vcut.exe frontend as of v0.7). There is only 0.7alpha1 available, but seems to be stable enough.

OggCutter
Well, the OggCutter is a quite simple tool which was mainly designed to illustrate how to use the filters and DirectShow (Therefore it is published with the source code and everyone is invited to change or adapt it). Anyway I will fix the chapter information next week.
