Subtitles 2 MPEG File

I don't know if this thread belongs here but I just try to find some help.

Is it possible to add subtitles to an already encoded MPEG-File? When yes, how can I do it? Is there any Guide?

Thanks. My MPEG File is not SVCD Compilant. Just VCD-Mpeg
