AC3 Downmixing Question

Should I downmix AC3 5.1 to MP3 or decode AC3 2.1 to MP3? Which would provide better quality?

Better encode AC3 2.1 to MP3, since the DVD makers have better equipment to make perfect Dolby Surround audio!
