low bitrate encoding on linux?

Using Windows, I could receive really nice results using real video 10, VP6 or h.264... is there any possiblity to create goodlooking low bitrate (total bitrate of 350 kbit/s) videos on linux?

I think there is H264 in ffmpeg...

Helix Producer works on Linux... it's just somewhat impractical with source formats at the moment

does it work without the need of having uncompressed input files (I don't like needing a dozen gigabytes of video as input *g*)?
