Do I need a license to embed video inside my commercial web app?

I'm not really sure there's a specific area on this forum where this particular question would fit, but I'm hoping someone might have experience doing this.The company I work for has designed a web application that has a component which would allow users to upload and store their videos. We would like all of these videos to be encoded into a single format by the web application, but we don't know whether there are any licensing fees associated with that process. For instance, would we need a license to have all videos uploaded converted to Mpeg2? Is anyone familiar with how licensing (if any) would apply in this scenario?
