How to convert 1080i .ts file to 1080P 24fps (or 720P)?

I have a bunch of 1080i HDTV at 29.whatever fps recorded onto my PC, and I want to turn it into 1080P 24fps or 720P 24fps and save it back out in a more efficient codec.
I've been reading up, and I think I have most of it worked out, but if anyone could steer me in the right direction, it would be great.
A coule of questions.
1) Which is the best codec to use? (Divx?) I want to keep the quality as high as possible, but would like at least slightly smaller files than the .ts originals.

2) the best way to actually do the conversion.

The method I am trying is to load all of the .ts files into DGINDEX and save out an .m2v file.

Then use avisynth with the following script (to IVTC and then convert to 720P)
Code:
LoadPlugin("D:\programs\avisynth\DGDecode.dll")
LoadPlugin("D:\programs\avisynth\Decomb.dll")

MPEG2Source("robot.d2v")

Telecide(order=1,guide=0,post=0)
Decimate(cycle=5)
Crop(0,0,1920,1080)
BicubicResize(1280,720)
(Any suggestions to the above welcome)

So if anyone can see anything I am doing wrong, or could suggest the best codec and settings to use, I would be most grateful.
