You can use Nero and simply drag 'n drop your JPEG files; they will get resized automatically to full PAL resolution (instead of 352x288 for normal VCDs). You can also create menus, but Nero is limited to 99 pics. You can even add your original full res files for archiving purposes.
WinOnCD can write multiple tracks, and thus multiple times 99 pics. Has a menu editor as well, but I didn't try it. You can even add background music. bb |

I bought it myself and made three cds over 5,000 photos on all them together. Ulead Picture DVDshow it cost me $30 but was well worth it. See my notes here.
