Why use still images at the end of the video?

Why many use still images at the end of the video in the authoring of DVD?

<ENGLISH>
There is a difference between 'because' (pt: porque) and 'why' (pt: por que)
You cannot rely solely on what those cräppy teachers (do not) teach you at school.
Also, all translation software suxxx royally, so you'd better avoid them like the plague.

<PORTUGUESE>

The answer is likely because it's easier, smaller and faster to have an I-frame-only encode of black at a specified bitrate that lasts for a specific number of frames, especially if you do not require a seamless connection or any audio besides silence. I find for player compatibility that audio, subpictures, etc are required, but a full IBP GOP's worth of video is not.
