Despotting on scene change

Hello,

I've been trying to restore a DVD and some scene changes have bad dirt on the last frame of the scene or the first frame of the scene. Conventionally denoising this doesn't get rid of the spots. I've searched and found improvesceneswitch (here). Is this my only option or are there other ways to tackle these bad frames? The dirt consists bad white lines, or huge spots, or even weird discolouring. All are in the 2 samples I've attached.

s2 (18MB)

Any advice is appreciated.
