function to find subs or similar background ?

I have a lot of VHS tapes divided in segments with either a one color background or the same picture each time plus text. I'd like to find these point to set chapter points without watching the whole tape. I wondered if any one had written a function to find either similar background or text.
I'm assuming the fuction could display the frame number of the next scene change or possibly all scene changes?
I read here something about searching for changes in RGB values but a search didn't turn up any finished functions to find this kind of scene change.
If there's a better way to do this please let me know.
