Set audio bitrate of FLV files using LAME filter

When encoding a FLV file to another FLV, Lame Encoder filter is plugged in for changing the bitrate and sampling rate, cbr, etc.

The audio info for both input and output flv files are the same:

Codec : MPEG-1L3
Channel(s) : 2 channels
Sampling rate : 22 KHz
Resolution : 16 bits

BSed on this ifo the bitrate for both files are:704Kbps.

96kbps is one of the trials. I tried other numbers, the output audio bitrate is always the same.

I am wondering if my settings for LAME filter is inconsistent.

...set_BitRate( 96 );
...set_SampleRate( 22000 );
...set_Variable( cbr = 0 );

See above, if Channel(s) is 2 channels, Resolution 16 bits, and Sampling rate is SET to 22 KHz, this will overwrite any setting for bitrate set_BitRate( 96 ). Am I setting LAME filter correctly here?

What's the proper way to set audio bitrate to 96Kbps on LAME filter?
