Since Google Chrome plays 4K AVC youtube videos I guess it's a full fledged decoder (for the purposes of online video - I've never had a chance to verify whether it plays 10/12bit AVC streams).
For fun I've just downloaded and verified that Google Chrome plays
this video stream (after changing the container to mp4):
