You have it misunderstood I guess. Quoting the wikipedia info on LGPL:

The main difference between the GPL and the LGPL is that the latter can be linked to (in the case of a library, 'used by') a non-(L)GPLed program, and regardless of whether it is free software or proprietary software.
eac3to is free yet proprietary software (until now) and its sources are not publicly available. It uses a lot of LGPL libraries though which are bundled in the download package.
