Because now I always re-encode the audio with the cli encoder separately in 2 passes and remux it with the video manually. Just wanting to know if recode already does this, so I won't waste my time anymore

Yes, you need cli for 2pass audio. Recode does only 1pass audio. 2pass audio for Recode may happen, but it's not decided at least yet.
