I never heard of such a bug, are you sure ?
And for the use of quant1, well, I can't tell, because none of my encodes lead to a possible undersizing ( I almost always aim at 1 CD and two audio streams ). Quant2's quality is enough for my taste, but it may not be for everybody. So finally ( as always ), it's up to you
