I am not 100% sure because I'm not using 10-bit myself but if IIRC with D3D11, fullscreen windowed can use 10-bit which would explain that it's not happening with D3D9. Maybe bringing up the OSD changes the bit depth and causes the GPU to change something else? Someone with an AMD card and a 4K TV using 10-bit should chime in.
That was it! Disabling fullscreen optimizations didn't do anything, but changing my GPU output to 8-bit fixes the issue! I've done a lot of reading about all this and I'm kind of surprised that the inability to use D3D11 with 10-bit output (if you want the OSD, at least) doesn't come up more often.

So, the question now is, do I want the benefits of D3D11 or 10-bit output?
