Well, I don't know, because the fact is that 1->32 leads less often to oversizing than 2->32 leads to undersizing.
For users who know what's happening, it's not a problem, because they always try not to reach saturation at quant2. But for newbies, who don't read doom9, 1->32 may be better, because there will be statistically fewer issues.
And moreover, the rate control algorithm may be improved with 1.0, in order to cope with quant1 ( I'm not a dev, so I'm just extrapolating )
