FindVUK 1.30 has a bug when synchronizing with no existing KEYDB.cfg.

Expected result: create a new KeyDB.cfg file from the OnlineDB.
Actual Result: errors-out when writing the new KeyDB.cfg

version 1.24 is not affected.
