I don't have any of the problems mentioned with a Radeon HD6870 so sadly can't help out.

Okay I encountered this problem also. To fix it, I just lowered the upscaling and chroma upscaling from jinc 4 taps each to 3 taps each.
I guess this suggests that for lower gpu's might suffer from using the new motion compensation when also using scaling they were before. Perhaps you guys can try lowering the scaling settings to next to nothing to see if the problem goes away?
