He is referring to the quality/accuracy of the conclusion of those tests, not how well x264 might do in it.
I was just reading through the old test papers and found quite a few interesting bits. For instance, i'd very much like to get a current version of
this paper. Doesn't cover all settings and isn't based on subjective metric but gives you a good overview of the speed/quality impact of different settings.
