It solely depends on the source.

With a grainy/noisy source there might be zero or even negative gains, with an anime like source you might gain up to 40% of bitrate.

There are no HEVC GPU encoders which have a comparable to x265 quality. But if we compare AVC and HEVC GPU encoders then most likely you will always have some gains.
