When encoding without quick extras a two pass encode is done on all files with a set reduction ratio. When using quick extras a single pass encode is done that uses a standard CRF that should get the size reasonably close (but not exact) as an average. Then when all the smaller files are completed, the remaining space is used to calculate bitrate needed for largest M2TS (main feature).
