that seems a high number of skipped blocks... my low bitrate stuff tends to be around the 70% mark (and seems to skip more on p-frames). for a grainy source that seems a bit much. hmmm. have you tried it without any CQM? sharktooth's should be fine, but it's all i can think of for now (the matrix used influences bitrate but not RC decisions like block skipping).
