TS might not, and more rarely, AVI might not. (Other formats are usually unrecoverable if missing headers, though any can have a corrupted first frame.) I think avidemux just skips everything up to the next I/IDR/Recovery point, like most tools, but I don't have anything to test with here. (It's a common cause of audio desync if tools don't cut the audio as well. If I find some ts like that I'll test.)
