Yes! At least in my humble opinion.
450kbps (386kpbs video @634x344:24fps, 64 kpbs audio) was previously
just outside of what I consider 10 out of 10 video (on Japanese cartoons). But it is now firmly inside. The "stuff going on" that is in the pre-EHQ encode is not in the EHQ (complexity = 80) encode.
